GST Multistate Registration: A CA Guide to the New Master TRN Facility
One PAN, several registrations, less repeated data entry
A business opening locations in several States has usually faced a repetitive registration process. GSTN’s new Multistate Registration facility adds a common starting point: an applicant can select multiple States or Union Territories under the same PAN, enter shared registration information through a Master Temporary Reference Number, then complete separate applications for each selected State or UT.
The facility was announced by GSTN on 1 October 2026. It may reduce repeated entry of common details, but it does not turn separate State registrations into one national GSTIN. For CA teams, the useful distinction is between information entered once and the State-specific application work that still has to be completed for each registration.
How the Master TRN workflow works
GSTN’s advisory describes this sequence:
- Open the Multistate Registration option on the GST Common Portal and select the States or UTs where registration is being sought under the same PAN.
- The portal generates a Master TRN for the common registration information stage.
- Enter and submit the common information. GSTN lists business details, promoter or partner details, authorised signatory, authorised representative, and goods and services information among the common details. The advisory says the Master TRN stage is to be submitted within 15 days.
- After submission, the portal generates an individual TRN for each selected State or UT, with the common information carried into the respective application.
- Complete each State or UT application separately, including the relevant place-of-business details, State-specific information, and Aadhaar authentication as applicable.
The facility is currently described for Normal Taxpayers. Check the GSTN advisory on Multistate Registration for the portal’s current instructions before starting an application, since portal workflows can change.
What the facility does not change
The Master TRN is a shared entry step, not a replacement for State-wise registration. Section 25(1) of the CGST Act continues to require a person liable to register to apply in every State or Union Territory where that liability arises. Section 25(4) treats registrations held or required by the same person as distinct persons for GST purposes. The current text of Section 25 is the statutory reference.
In practical terms, expect separate State or UT applications and separate outcomes. Common details may carry forward, but each application’s premises and State-specific information still need careful review. The portal facility does not itself decide whether the business is liable to register in a particular State, nor does it replace the supporting documents or other requirements for that application.
A preparation checklist for CA teams
Before opening the Master TRN workflow, prepare a simple State-wise registration file:
- Confirm the legal entity’s PAN and the States or UTs where registration is being sought.
- Reconcile common business, promoter or partner, and authorised signatory details against the entity’s records.
- Gather the principal and additional place-of-business details and supporting documents for each location.
- Confirm who will complete the separate State applications and Aadhaar authentication steps.
- Record the Master TRN, each State or UT TRN, and the status of every application in one internal tracker.
- Calendar the 15-day Master TRN submission window stated in the GSTN advisory. Separately assess any statutory registration deadline that applies to the facts. Do not assume the portal window replaces the Act’s registration requirements.
This preparation matters because the shared information is only one part of the process. An error in a common field can be repeated across applications, while incomplete location information can hold up one State’s application even if the common stage is complete.
Common questions
Does one Master TRN give the business one GSTIN for all States?
No. It is a common-information step in the portal workflow. The process continues into separate State or UT applications, and applicable GST registrations remain State-wise.
Can every taxpayer use the facility?
GSTN’s advisory describes the facility as currently available to Normal Taxpayers. Check the portal for the latest eligibility and instructions before relying on the workflow.
Is all information entered once?
No. Common information is entered at the Master TRN stage and carried into individual applications. State-specific details, including place-of-business information and authentication steps, still need to be handled for each application.
Keep the new shortcut in its lane
The new facility is best understood as a way to reduce repetitive common-data entry when starting multiple State or UT registration applications. It does not remove the need to determine where registration is legally required, complete each State application, or track each outcome independently.
Invozen does not submit GST registration applications or manage Master TRNs. This process is completed on the GST Common Portal. The GSTN advisory and the applicable law should be checked directly for the latest requirements.
